NYC has its own parapet inspection requirements that go beyond general New York State building code. Here's how they differ.
NYC-Specific Requirements (Local Law 126)
Only applies within the five boroughs of New York City:
- Annual visual observation required
- Deadline: December 31 each year
- Any competent person can perform
- Report retained on-site for 6 years
New York State Requirements
New York State building code addresses parapets in terms of construction standards (height, material requirements) but does not impose annual inspection mandates like NYC does. Buildings outside NYC follow local municipal requirements.
FISP for Tall Buildings
NYC buildings over 6 stories also face the Façade Inspection Safety Program (FISP), which is also NYC-specific — not a state requirement.
Why NYC Is Stricter
NYC's high density, older building stock, and pedestrian traffic make parapet safety a major public concern. The city has enacted some of the most comprehensive building facade safety laws in the country.
