NYC Local Law 126 of 2021, effective January 1, 2024, requires an annual visual observation of all parapet walls fronting a public right-of-way. This applies to virtually every building in all five NYC boroughs.

Who Must Comply with Local Law 126

Almost every building in NYC with a parapet wall fronting a street, sidewalk, or public plaza must comply. Exemptions are narrow:

Unlike FISP (Local Law 11), LL126 does not require a licensed PE or architect. Any competent person can perform the observation — including a mason, bricklayer, superintendent, or building inspector with relevant experience.

Buildings over 6 stories also fall under FISP, which requires a full façade inspection every 5 years by a QEWI. If your FISP report is filed in a given year and covers the parapet, it satisfies LL126 for that year. For all other years, a separate annual observation is required.
