NYC Local Law 126 Parapet Inspection: Complete 2026 Guide

NYC Local Law 126 of 2021, effective January 1, 2024, requires an annual visual observation of all parapet walls fronting a public right-of-way. This applies to virtually every building in all five NYC boroughs.

Who Must Comply with Local Law 126

Almost every building in NYC with a parapet wall fronting a street, sidewalk, or public plaza must comply. Exemptions are narrow:

• Detached 1- or 2-family homes
• Buildings with a barrier preventing public access to the parapet exterior

If you own or manage a multi-family, commercial, or mixed-use building — you must comply.

What Local Law 126 Requires

• Annual visual observation of every parapet fronting a public right-of-way
• Report must be completed by December 31 each year
• Report retained for at least 6 years (not submitted to DOB — retained on site)
• If unsafe condition found: notify DOB within 24 hours, install public protection, repair within 90 days

Who Can Perform the Inspection

Unlike FISP (Local Law 11), LL126 does not require a licensed PE or architect. Any competent person can perform the observation — including a mason, bricklayer, superintendent, or building inspector with relevant experience.

• Property address and owner information
• Date of observation
• Location plan of parapets observed
• Construction details (material, height, thickness)
• General condition description
• Any unsafe conditions and actions taken
• Dated photographs

LL126 vs. FISP (Local Law 11)

Buildings over 6 stories also fall under FISP, which requires a full façade inspection every 5 years by a QEWI. If your FISP report is filed in a given year and covers the parapet, it satisfies LL126 for that year. For all other years, a separate annual observation is required.
